The article gives a historical and chronological analysis of the formation and functioning of the customs and traditions of the Dagestan peoples, it shows their role in the socio-cultural development of the republic under current conditions. Tradition is a difficult, complex mechanism of historical and genetic continuity. Without this mechanism no socio-cultural processes are possible. Analyzing tradition as a socio-cultural phenomenon, the authors took into account its contensive and formal components. In a multicultural region such as the Republic of Dagestan tradition is a method of social self-identification and the main form of intergenerational experience transmission of religious, social and tribal relations. Also tradition is the form of interpersonal relations regulation in the process of formation and preservation of the national character. Tradition is of interdisciplinary significance, it represents some stable relationships between systems which are close in their essential qualities. Theoretical analysis of tradition shows that tradition is not static but dynamic and it is in this context that tradition has become the object of our reasoning in this study.

It is considered the problem of finding the formula of the inter-ethnic communication intensity coefficient in the context of the Russian modern polynational society. It should be emphasized that this concept of the theory of inter-ethnic communication is still sufficiently relevant and it was represented for the first time to the scientific community in the 1980s, by the well-known authority of Soviet Science, Professor M.S. Dzhunusov. In the view of the philosophical-anthropological and interdisciplinary approaches, as well as the migration processes both within and outside the Republic, it is justified the relevance of the studied problem, that is the problem of finding the formula of the inter-ethnic communication intensity coefficient. The concept is not only relevant, but also original. Special attention is paid to the comprehensive and interdisciplinary analysis of the concept "the formula of the inter-ethnic communication intensity coefficient" in a particularly specific region of modern Russia, such as the Republic of Dagestan, where a great number of Russian nationalities and the Republic have been sufficiently interacting for centuries. Based on regional aspect and transformation, the problem aims at the prospects of creating an integrated (variative) theoretical concept, taking into account the nature, specific characteristics and prospects of its development at a time of radical breaking of "Soviet stereotypes", traditions, analysis and evaluation of the system of national and international values and the principles of the study. Therefore, definite aspects of this reserach are objectively debatable. It covers various aspects of the problem, such as international communication (philosophical-anthropological, socio-psychological, socio-cultural, social, inculturation, identification, social contacts and relations in the system of communication and social relations).

Some problems in the educational space of the Dagestan Republic have been considered in retrospective. The unified educational space is affected by globalization, in-formatization, as well as socio-economic, socio-cultural factors and political changes in society. The paradigm shift in education is dictated by the need to overcome the destructive pragmatism of the technical and economic interest in nature, culture and personality, to ensure the transition of mankind to a new natural-sociocultural attitude of a protective-constructive type. The authors note that the tendencies of modern society have brought a new value to the contemporary arena – polysubjectivity, because the directions of the educational policy that are numerous and important for the welfare of the state can neither be formulated, nor even be provided only by the forces of the state. The conclusion, expressed by the authors about the mono-subjectivity of the state educational policy in Russia, Dagestan points to the need to ensure the education openness as a state-public system, the transition from the paternalistic model to the model of mutual responsibility in education, the strengthening of the role of all actors and their interaction.

Intellectual-creative and socio-psychological approaches in the management of a multinational staff team are analyzed. The optimal mastery of management of a multinational staff team in the conditions of the Republic of Dagestan is considered within the context of the pedagogy and psychology principles. It has been emphasized the special role of tolerance as a personal value that a team leader must have in practical goals achieving. The professional success of leader’s professional activity depends upon the ability to create the process of managerial communication, to establish and develop relations with people. It has been argued that tolerance assumes the manifestation of participants personal qualities in a multinational staff team and forms a willingness to accept others as they are. The author’s concepts of the leader management culture, connected with a personal relationships culture development are considered. The importance to use professional ethics by the leader, where the duty negligence, mistakes create difficulties, problems leading to losses, failures in work has been marked. It is proved that the manager must conduct a preliminary orientation-study of the team. Reliance on “collected primary information” about a multi-ethnic team will help to plan and implement interethnic communication. The structure of professional mastery of managerial activity is revealed, which includes a system of professional (special) knowledge in the field of management theory, as well as a system of knowledge, skills, personal relationships, its spiritual, personal, ethno-national and professionally important qualities. The importance of development of ethno-psychological properties, determining unique character and personality individuality in the manager professional activity is proved. During the implementation of the study, the structure of the professional skills of the leader has been presented, which includes general, general scientific, general cultural, spiritual, ethno-psychological, ethno-pedagogical, artistic and creative aptness.

Currently, understanding the foundations of education in the context of world problems is a necessary prerequisite for the sustainable development of the Russian society. It is shown that the problem of determining the content of education has a long and complex historical tradition, which is closely related to the stages of development of science and social practice. The features of the national educational policy in the Republic of Dagestan are being considered. It is emphasized that multilingual, multinational Dagestan has extensive experience in organizing the educational process of various types of schools in a multi-ethnic environment. The main priorities for the development of the Dagestan national school are highlighted: ensuring the content of education, which harmoniously combines federal and national-regional components; realization of the right to educate Dagestani students in their native language from preschool age; formation of intellectual abilities and moral qualities among students taking into account ethno-psychological characteristics and traditions of folk pedagogy of Dagestan; introducing the young generation not only to their national culture, but also to the culture of other peoples; priority of the national-regional component in the content and structure of subjects of a cognitive nature, aesthetic, physical and labour education; formation of national-Russian and Russian-national bilingualism; education of language, national and ethnocultural tolerance. Data are given indicating the great merit of the teaching staff of Dagestan in the development of modern education in the Republic.
