Shestakov Y. The interaction of levels of historical consciousness in the context of the culture of national security / annotation

The article analyzes the interaction of the levels of historical consciousness in the context of the formation of the culture of national security. The structure of historical consciousness as a special kind of social consciousness usually includes two main levels: scientific (theoretical, ideological) and ordinary (empirical, psychological and emotional). It is stated that the historical science and philosophy of history are conditioned by the General cultural determinants of mass historical consciousness, which make up the matrix of historical memory and "grow" primarily on the basis of the ordinary level of historical consciousness. The advantage of the mythologized ordinary level of historical consciousness is that it allows to transfer moral imperatives, which are guided by the national-state community, which is the essence of its cultural identity, from the sphere of the present limited by the various conditions of cash by "rooting" in history to the aspect of due. On the other hand, bearing in mind the inter-interests of national security, it is necessary to strengthen the role of historical science and philosophy of history in the fight against non cultural manifestations of historical consciousness, which are based, or rather parasitize, on such a fundamental characteristic of the empirical, ordinary, socio-psychological level of historical consciousness as mythologization. The danger of uncontrolled mythologization of historical consciousness is that society, under the influence of overly emphasized by the myth of emotional and evaluative components (including a variety of phobias and stereotypes), can succumb either to the temptations of the present archaization or modernization of the past. The thesis that it is the theoretical, scientific level of historical consciousness that plays a leading role in the formation of national consciousness is sufficiently justified, since the formation of the nation is associated with the modernization processes, with the formation of the foundations of industrial society as a stage of development of the world historical process, unthinkable without the leading, "cultural" role of science in the spiritual sphere of society in relation to ordinary social consciousness. It seems reasonable that the ways to solve the urgent problem of formation of the historical consciousness that meets the modern requirements of national security culture, alien to both cultural refinement (the formation of which is associated with the downplaying of the role of the ordinary level of historical consciousness), and falsification on the basis of destructive mythologization (associated with the minimization of the role of its theoretical level), are to promote historical science, philosophical and historical knowledge by means of living, everyday language, as well as in the institutionalization of this process.

In the article, national philosophy is viewed as the result of a long historical development of the national culture, realized through various forms of activity, including mental, reflexive features of the ethnos, as well as its individual members. Having a character of continuity, it comprehends the cultural originality, intellectual activity of individuals belonging to a particular ethnic group or nation. Certainly, national philosophy, comprehends universal values, has its own specific features that are manifested in different peoples in the course of analysis of the life of a person, people, societies. In the context of modernity, representatives of national philosophy make attempts to comprehend classical and non-classical theories, giving it a special form and content. The national philosophy is also specific for the peoples of the North Caucasus, who have unique ethnographic, spiritual values, and unique cultural achievements.

The article analyzes the phenomenon of culture from a socio-philosophical point of view. According to the authors’s view, it is understood as a creative activity of people, because its ethnic functions are manifested in the most diverse spheres: from material production to the spiritual life of society. Usually, when characterizing the ethnic properties of culture, the focus is on those that perform an ethno-differentiating role. And it has certain reasons. However, it would be wrong if such an approach completely overshadowed the ethno-integrating functions of culture. After all, even if properties that distinguish each ethnos among other similar communities are important, the integrating functions of culture remain an indispensable and most important condition for its existence as an integrated system. Due to the interaction of cultures, as well as a certain cultural convergence in the development of peoples, as a rule, the predominant part of ethnic characteristics in the sphere of culture is relative. They act as a common property of several ethnic units, simultaneously distinguishing all of them from some other units of the same type. If we approach this issue abstractly, then, ultimately, it is necessary, almost every component of the culture to consider as relatively specific. Therefore, it is obvious that practically the features that distinguish it primarily from the ethnic communities with which it is in relatively constant contact should be considered as relatively specific features of this or that ethnic community. One more feature of the ethnospecific features of culture that would be worth bearing in mind, some of them are objectively such a type, some are classified as ethnic self-awareness by this category, playing an important role in the ethnic identification of people. Often, objectively existing ethnically specific properties of a culture and subjectively distinguished ones coincide. However, this is not always the case, because ethnic self-consciousness is often inclined to absolutize the ethnic specificity of individual cultural elements.

Based on various examples, including ones with Dagestan national culture, where a place and role of prejudices and stereotypes in cross-cultural communication are analyzed. Factors in the creation of stereotypes in communication activities involved in business language were identified. There are positive and negative factors that deserve to be emphasized with the presence of stereotypes in the modern culture and in people`s minds. An integrated approach to coeducation and interaction, relation to formation of stereotypes among youth, older generation and representatives of different nationalities. The analysis of research is of scientific and practical interest for training specialists of Mass Media, public relations, in the practice of usage of problematic-developing education technologies. A negative undertone of prejudices can be overcome by education and changes of public morality. The can also disappear as a result of collapse with existing standards of conduct in a society. New aspects of professional educational activities in teaching and communication in the process of sociocultural exchange were highlighted. An overall result of the analysis is that albeit particularly challenging and almost impossibility of elimination of stereotypes from a modern sociocultural life it is necessary to make joint efforts to overcome negative thinking in cross-cultural communication

The article examines the content of “medical tourism” concept. The necessity of terminological system development is underlined that focuses attention to some questions and their solution supposes attraction of tourism industry specialists because of specificity linked to the overlap of tourism industry and medicine activity. It is shown that the solution of social roles distribution of medical and tourist organizations in medical tourism, efforts consolidation of both categories employees must be preceded by classification of main and background institutional factors. The classification of institutional factors for different types of medical tourism is considered. The methods of sociometric measuring of disproportions of organized culture of medical establishment linked to the binarity of its components are offered. Positive results of an experiment demand further studying of the research prospect which consists in the need of search of features of doctors’ professional education. The subject of their professional activity is humanization, humanitarization and cross-cultural communication. Within the considered problems the need of harmonious system of medical tourism creation in the country`s regions is proved. The cultural and educational space of medical school has to be followed by the need of the addition of education content by means of a wide polycultural context of medical tourism issues, training in professional communication with people, preparation of a doctor widely formed in moral and professional plan. The creation of the optimum sociocultural bringingup environment promoting self-development and creative self-realization of personality of the future doctor in the field of health care will become the main idea of medical tourism as it is emphasized in the research.

In the Russian Federation the task of providing conditions for sustainable demographic development of the country has been priority for many years. On the 9th of October, 2007 the Conception of the population policy of the Russian Federation until 2025 was approved by the Decree of the President of Russia. The plan of its realization measures has already given favorable results. In 2017 the selective observation of reproductive plans of the population was held in the territory of the Crimean Federal District. The census has revealed the general ideas of desires and fears of men and women connected with starting a family and the birth of the first and the next children. This information has given the chance for development of a complex of the actions focusing on improvement of birth rate indicators and decrease of mortality indicators. The article considers the effective measures for stimulation of birth rate and promoting of family values among young people, since the period of their studies at college and at the university: celebration in honor of professional dynasties and young families, congratulation them on wedding and child`s birth, providing young parents with benefits, etc. Measures, focusing on material support of large families: improvement of qualities of life and health care, possibility of self-realization and career development will be in demand among middle-aged people. The state national security directly depends on achievements of population policy of the state that is realizable only in the context of creation of conditions for full development of the personality and efficiency of activity of all citizens of the country. The authors consider that the people confident in future will build close-knit families and implement their reproductive plans without fear.

A comparative analysis of a traditional wedding ritualism in Turkish and Cossack cultures on the example of Safranbolu region and Cossack village Nizhne-Kundryuchenskoj. A wedding ritualism is regarded as inherent human need in ritualization important vital events, the preservation of the ancestral memory of wedding traditions in songs, tales etc. Turkish and Cossack principles of marriage proposal in these regions are analyzed. Cossack wedding traditions of the 19th century combined pagan beliefs and Christianity. Such a synthesis is typical for the traditional Turkish wedding, where along with the Islamic traditions there are remnants of the pre-Islamic period. For thousands of years, the traditions of many peoples of Anatolia, the Mediterranean region, the Middle East, the Caucasus, Eastern Europe, Central Asia and, of course, the ancient world have merged into an unexpected amalgamation, which today is commonly called the Turkish, or Asia Minor culture. This paper explores special features of rituals and traditions accompanying marriage ceremonies in Safranbolu and Nizhne-Kundryuchenskoj. Community rituals historically accompanied the most important events in a human life in Ancient Russia and Turkey. They were sacred being carefully passed through the generations. Many strange traditions were perfectly kept up to now. A contemporary challenge nowadays is to optimize cooperation of cultures and rituals between nations with different upbringing and development of the person based on local traditions.

This article examines the concept of Russian-Caucasian cultural and scientific connections in works of Y.A. Zhdanov who was an outstanding Russian scientist, organizer of science, chemist, philosopher, Caucasian in the middle of the 20th and early 21st centuries. Georgian science and culture are singled out as an important component of the culture of the peoples of the former USSR and the ones of the Caucasus. Mental features of the scientific and artistic intelligentsia of Georgia are considered in the context of the specifics of the national culture. The Zhdanov’s conception of the possibilities and prospects of scientific links between Russia and the peoples of the Caucasus is presented. Zhdanov`s criticism of the essence of multiculturalism as the idea of the preservation of national cultures and customs is analyzed. The theory of multiculturalism contrasts the idea of the democratic development of the Region national cultures based on the synthesis of Western and Eastern spiritual values. In this regard, the reason for the high evaluation of the Georgian science and culture as the most important "stratum" of the culture of the Caucasian peoples is revealed. There are several arguments that allow us to draw conclusions about the "organic compatibility" of the Caucasian and Russian cultures, for which scientists have introduced a new concept - "tunnel effect of culture" to describe the processes of overcoming ethnocultural conflicts.
