Meskhi Besarion Chokhoevich – Ph.D. of technical sciences, professor. Since 2007 – rector of Federal state budget educational establishment of high professional education “Don State Technical University” (DSTU). In 2013 is elected as a chairman of the Rector Council of Rostov region universities. Scientific and pedagogical work is carried actively out at a high professional level. It has been published over 260 publications including 30 monographs, 180 articles, 5 author certificates, diplomas, patents and licenses, 45 education and methodic works. He supervises candidate and Ph.D. researches, chairman of the dissertation council Д.212.058.06.

B.Ch. Meskhi is awarded by Order medals «For service to Fatherland» II degree (2000) and I degree (2006), award pins “Honored worker of high professional education of Russian Federation” for services in the sphere of education (2003 and 2009), certificate of the award laureate of RF Government in the sphere of education (2009). On June, 10, 2014 he is awarded a commendation by Russian President “For Service in science and pedagogical sphere and a great contribution in qualified specialists preparation”. In 2009 B.Ch. Meskhi is awarded by the medal of Russian Orthodox Church of St.Sergius of Radonezh I degree. On October, 20, 2012 – by medal of Russian Orthodox Church “In memory of 200 victory anniversary in Patriotic war of 1812” for services in patriotic upbringing of young people; in September, 24, 2013 was personally appreciated by Metropolitan Mercury of Rostov and Novocherkassk, and on May, 20, 2014 is awarded by the Eparchial medal “For services to Shakhty Eparchy of Russian Orthodox Church” by Bishop Ignaty of Shakhty and Millerovo.

B.Ch. Meskhi is awarded by the pin “For advanced Service” II degree by the decree of the commander NCD MIA of Russian Federation from 2008. The same year he is issued a pin of the Academy of State fire resistant service of Russian Emergency Ministry. In 2009 and 2011 is awarded by the medal of Russian Emergency Ministry “For Commonwealth in sake of survival” for long-termed and fruitful collaboration and contribution in preparation of high qualified specialists for Russian Emergency Service, on May, 11, 2011 is awarded by the medal pin of Russian Emergency “For merits”, on May, 26 the same year – certificate of appreciation “For high civil position and collaboration with inner affairs agencies, providing the arrest of extremely dangerous criminals”. In 2012 rector of DSTU gets the medal “XX years of Russian Emergency Ministry”, in 2013 – honored medal of Russian Emergency Ministry “Marshal Vasily Chuikov”.

B.Ch. Meskhi is awarded by an anniversary medal “100 years of Russian Trade Unions” in 2004. In 2009 he gets a medal pin “For social partnership” by the Presidium of Central committee of Trade Union workers of national education and science of RF, in 2011 – medal pin “For commonwealth”.

In 1999 and 2004 is awarded for special merits to municipal community and great contribution in social and economic development of the city by honored certificate of Rostov-on-Don State Duma and City Administration, diploma “Golden support” by RAO Unified Energy Systems of Russia and “Energosbyt Rostovenergo” Jsc., in 2005 gets the rank “Honored builder of the Don”, in December, 12, 2012 becomes the winner of the annual award “Person of the year”, which is issued by the journal “Delovoy kvartal”. DSTU rector is the best in nomination “Developer of the year”. According to the decree of Rostov region governor Vasily Golubev from March, 22, 2014 B.Ch. Meskhi is awarded by the sign “For merit and charity” for contribution in cultural collaboration and charity activity.
